1. Scope
These terms and conditions govern the use of the website www.cespi.pt and, in particular, of the funding call search available at www.cespi.pt/en/funding.
By using the website, you accept these terms. If you do not agree with them, you should not use it.
This is a translation. In the event of any discrepancy, the Portuguese version prevails.
2. Who we are
The website is operated by CESPI - Consultores, Unipessoal Lda., company registration and tax number (NIPC) 518452344, which trades under the CESPI brand (Centro de Estudos, Projetos e Inovação), with registered office at Centro de Empresas, Edifício Náutico, S.2, 7580-509 Alcácer do Sal, Portugal.
You can contact us by email at geral@cespi.pt or by phone on +351 917 264 464.
3. The funding search
The search brings together, in one place, the open and upcoming funding calls published by four official sources:
- Portugal 2030, on the portugal2030.pt portal;
- Horizon Europe, on the European Commission's Funding & Tenders Portal;
- Interreg, on the interreg.eu portal;
- PEPAC, on the pepacc.pt portal.
It does not include every form of support available in Portugal. Programmes published outside these sources, such as the Recovery and Resilience Plan (PRR) or those of IEFP or Turismo de Portugal, are not in the search.
The search is free, requires no registration and is in beta: its features may change, be added or be withdrawn without notice.
4. Where the information comes from and when it is updated
Calls are collected automatically from the official sources once a day. Between two collections, a call may be published, amended, extended or closed before the search shows it. The date of the last collection from each source is shown on the funding page.
If a source fails or changes the way it publishes information, the data from that source may become outdated or incomplete until the next collection.
If the search and the official source differ, the official source always prevails. Before preparing or submitting an application, check the deadlines, eligibility conditions and required documents in the official call.
CESPI is not a managing authority and does not speak on behalf of the bodies that publish the calls. The search is not an official channel for information or for applications.
5. Dates, statuses and history
The status of each call (Open, Closing soon, Opening soon, Deadline passed or No closing date) is worked out by the search from the dates published by the sources. “Closing soon” means the deadline falls within the next 30 days.
Horizon Europe and Interreg do not publish an official publication date. The date shown is when the call was added to its source portal, which is why it appears as “Added” rather than “Published”.
Horizon Europe calls whose deadline has passed are no longer shown, even if the source still lists them as open.
The history of each call, and the date on which each document was seen, come from a daily comparison between collections. They show the day the search detected a change, which may be later than the day it happened, and may have gaps for periods when collection failed or when history was not yet being kept.
6. Content generated by artificial intelligence
For Portugal 2030 calls, the search shows a summary sheet with the key information on each call, such as eligible beneficiaries, eligible actions and costs, support rates, amounts and the territories covered. This sheet is produced by artificial intelligence models from the call's official documents, and the Territory, Beneficiary, Eligible actions and Eligible costs filters rely on it.
Artificial intelligence may leave information out, summarise it inaccurately or misread it. The sheet is a reading aid and does not replace the official call or its annexes, which should always be consulted.
A call that does not appear under one of these filters may still apply to your situation.
7. No advice and no guarantee of outcome
The information published is general. It is not legal, financial or tax advice, nor an assessment of whether a particular organisation or project is eligible.
CESPI does not guarantee that an application will be admitted or approved: that decision always rests with the managing authority of each programme.
Using the website does not create a consultancy relationship. CESPI's services, including help with an application requested through the “Start your application” button or the contact form, are governed by their own proposal and contract.
8. Documents and external links
The annexes of each call open from the official sources. CESPI is not responsible for their content, their availability or any changes the sources make to them.
The website contains links to third-party websites, such as the programme portals. CESPI does not control those websites and is not responsible for their content or policies.
9. Permitted use
You may browse the search and share links to calls freely, for personal or professional purposes.
Without CESPI's written permission, you may not:
- systematically extract or reuse the content of the search, including by automated means such as bots or scraping software;
- reproduce the call summary sheets or the database, in whole or in part, for commercial purposes;
- use the website in a way that overloads, disrupts or endangers its operation or security;
- alter the content or structure of the website.
Such acts may give rise to civil and criminal liability under the law.
10. Intellectual property
The website's text, design, images and code, together with the selection and arrangement of the information in the search, belong to CESPI and are protected by copyright and database rights under Portuguese and European Union law.
The calls, their annexes and the logos of the programmes and funds belong to their respective owners.
Quoting the website's content is permitted, provided its source is clearly identified.
11. Availability
CESPI may suspend access to the website, in whole or in part, for as long as it considers necessary, for technical, maintenance, security or other reasons, without notice.
The search relies on third-party services, such as those of the official sources, whose availability CESPI does not control.
12. Liability
CESPI endeavours to keep the information accurate and up to date, but does not guarantee that it is always complete, correct or current.
To the extent permitted by law, CESPI is not liable for any direct or indirect loss arising from the use of the website or from reliance on the information published on it, including missed deadlines or applications that are not admitted or approved.
This limitation does not apply to loss caused by wilful misconduct or gross negligence, nor does it affect the rights the law grants to consumers.
13. Personal data
The search requires no registration and collects no personal data, and the website does not use cookies.
How we process personal data, including the data sent through the contact form, and the rights you have over it are set out in the Privacy Policy at www.cespi.pt/en/privacy-policy.
14. Changes to these terms
CESPI may change these terms at any time. The version in force is the one published on this page, with the date of the last update shown at the top.
15. Governing law and disputes
These terms are governed by Portuguese law. Without prejudice to the mandatory rules that apply, in particular those protecting consumers, the courts of the district of Setúbal have jurisdiction.
In the event of a consumer dispute, consumers may turn to an alternative consumer dispute resolution body. The list of these bodies is available on the Portuguese Consumer Portal at www.consumidor.gov.pt.
You can also file a complaint in the Electronic Complaints Book at www.livroreclamacoes.pt.
